CDC COVID-19 Updated Isolation and Quarantine Guidance

Statement in response to new CDC guidance by DuPage County Health Department

Released on December 28, 2021:

Based on what is currently known about Omicron and what the science demonstrates regarding SARS-CoV-2 transmission, the Centers for Disease Control and Prevention (CDC) has updated isolation and quarantine recommendations for the public. This change is motivated by science demonstrating the majority of SARS-CoV-2 transmission occurs early in the course of illness, generally in the 1-2 days prior to onset of symptoms and the 2-3 days after.

Therefore, CDC now recommends that people who test positive should isolate for 5 days and, if asymptomatic at that time, they may leave isolation if they can continue to mask for 5 days to minimize the risk of infecting others. For additional information, please read CDC’s Updates and Shortens Recommended Isolation and Quarantine Period for General Population. DuPage County Health Department (DCHD) supports CDC’s recommendations for shortened isolation and quarantine guidelines and is awaiting further clarification from the Illinois Department of Public Health (IDPH) on implementation of this updated guidance in specific settings. DCHD guidance will be aligned with CDC and IDPH guidance as updates are provided.

For all persons without symptoms who are exposed to COVID-19, testing is strongly recommended 5 days after exposure. For testing locations, please visit www.dupagehealth.org/covid19testing.

All healthcare personnel (HCP) should follow updated CDC isolation and quarantine guidance posted here: Interim Guidance for Managing Healthcare Personnel with SARS-CoV-2 Infection or Exposure to SARS-CoV-2

Tier 2 Resurgence Mitigation Restrictions begin today, Wednesday, November 11

A MESSAGE FROM THE EXECUTIVE DIRECTOR

Due to an increase in COVID-19 cases in our Region, Governor Pritzker announced tighter restrictions effective Wednesday, November 11.

Region 8, which includes Wheaton, has moved into Tier 2 Resurgence Mitigations due to worsening COVID-19 metrics in the region.

Tier 2 further reduces gathering size limitations, bringing the limit down to 10 people for both indoor and outdoor settings, as well as organized group recreational activities and rentals.

Most district programs and facilities are already operating within the Tier 2 guidelines. If modifications need to be made, all participants will be contacted directly regarding any changes. However, if you have a question regarding a program that you are currently registered for, feel free to reach out to the facility where the program is being held or contact the front desk of the Community Center at 630.690.4880.

The district will continue to closely follow recommendations from the Centers for Disease Control, Illinois Department of Public Health, and Restore Illinois Guidelines as it pertains to public parks, recreation activities, and facilities.

Restaurant Will Open and Food Service Will Resume on Thursday, October 15 at 11A.

A MESSAGE FROM THE EXECUTIVE DIRECTOR

On Saturday, October 10, Arrowhead Restaurant and Bar was closed pending the results of COVID-19 testing of an employee.

A kitchen employee that displayed COVID-19 symptoms was determined to have been in close contact with other kitchen employees. As a result, kitchen employees were quarantined, food service operations suspended and additional sanitizing and disinfecting occurred.

We were informed today that the kitchen employee has tested NEGATIVE for COVID-19. We have been authorized by the DuPage County Health Department to cease the kitchen employee quarantine and to re-open restaurant service.

While we quickly make the necessary preparations to re-open the Arrowhead Restaurant and Bar, please remember that the golf course, pro-shop and half way house patio area remain open to the public and beverages and pre-packaged snacks will be sold.

We appreciate your patience and cooperation as we navigate the challenges of maintaining a safe and healthy environment for our guests and employees through the COVID-19 pandemic.

Important Reminder for a Safe Experience

Restore Illinois Phase 4 Safety Guidelines & Protocols

To sustain our progress, Governor Pritzker, the State of Illinois, Illinois Department of Public Health, Centers for Disease Control and Prevention, and Illinois Liquor Commission are urging service areas and facilities, such as ours within the Wheaton Park District, to remind users of the safety guidelines and protocols in place to ensure the safety of participants and visitors.

We are taking this call-to-action seriously and encourage all community members to join us in complying with the safety protocols set forth to help stop the spread of COVID-19 and to avoid another potential suspension of operations. Failure to comply with COVID-19 health and safety requirements may result in sanctions, up to and including, license revocation of our various Wheaton Park District indoor and outdoor facilities.

For the safety of all employees, patrons, and vendors the Wheaton Park District requests that all facility guests and program participants over the age of 2 follow IDPH guidelines and wear face masks when entering buildings and any time when 6-ft of social distancing cannot be maintained. The staff has put together COVID Participant Guidelines that we encourage the community to review prior to visiting any of our facilities.

PARTICIPANT & VISITOR SAFETY REMINDERS

  • Face masks are required upon entry to and in all common areas of buildings and at service touchpoints such as customer service desk locations (Community Center, Cosley Zoo, Parks Plus Fitness Center, Clocktower Mini Golf & Skate Park, DuPage County Historical Museum, Mary Lubko Center, and Arrowhead Golf Club).
  • A minimum of 6-ft of social distancing is required at all of our indoor and outdoor facilities.
  • Frequent hand washing and regular use of hand sanitizer are strongly recommended.
  • Group gatherings of more than 50 persons are to be strictly avoided.
  • When applicable please bring your own equipment (towel, mat, golf clubs, etc.) and water bottle for use during your visits.
  • Some facilities now require reservations or timed tickets for entry to help assist with social distancing. Please visit facility websites prior to your visit.
  • Hours of operation have been altered for most facilities to accommodate for additional cleaning and sanitizing.
  • In addition to regular maintenance, the park district has enhanced cleaning and disinfecting procedures for frequently touched objects and surfaces. Hand sanitizing stations are available in and around facilities for your use.
  • Stay home when you are sick or experiencing symptoms of respiratory illness with fever, cough, and difficulty breathing.
  • Avoid contact with others that are sick or experiencing COVID-19 like symptoms.
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
  • Wash your hands often with soap and warm water for at least 20 seconds, especially after going to the bathroom, before eating, and after blowing your nose, coughing, or sneezing.

Thank you for keeping yourself and others safe!

COVID-19 Participant Guidelines Developed

The Wheaton Park District is dedicated to providing a safe environment for our employees, patrons, volunteers, trainers, independent contractors, and vendors. Therefore, the District is implementing and administering the procedures and protocols set forth as a top priority to mitigate the spread of the COVID-19 virus. These procedures and protocols are established from the information provided by the Centers for Disease Control (CDC) and the Department of Commerce and Economic Opportunity (DCEO) and the Illinois Department of Public Health (IDPH).

These protocols are subject to change as more information becomes available. Further, participants and patrons should understand that the guidelines are prepared as an outline highlighting key changes where participants/patrons will have an active role rather than a comprehensive overview of each and every step the District is taking to limit the risk of potential exposure to COVID-19.

Northside Pool and Rice Pool and Waterpark Will Not Open this Summer Due to COVID-19

An update from the Executive Director

As of this date, the Illinois Department of Public Health has not released Phase 4 operating guidelines for public pools.  As of this date, we do not have confirmation from the DuPage County Health Department that pool operating permits will be issued this summer.

To the degree possible without direction from the State or County, the health, safety, and operational challenges related to operating pools under gathering limitations, social distancing, and increased sanitation protocols for what would be a very short period of time have been evaluated.  We have determined that the appropriate course of action is to not operate the pools this summer.  We are sorry to be delivering this very disappointing news.

We will begin processing refunds for all related fees on Monday, June 22.  We appreciate your patience and understanding as we manage this high volume of refunds.

Updates regarding the reopening of other park district facilities subject to Phase 4 guidelines will be announced as soon as possible.

Please watch your email boxes this weekend for NEW summer program registration information.

Be safe. Be well.

Wheaton Park District Pools and Summer Day Camps

An update from the Executive Director

NORTHSIDE POOL AND RICE POOL AND WATERPARK
Due to the COVID-19 crisis, the pools will not open Memorial Day Weekend. Typical pool opening activities including facility preparation and staff training have been suspended until further notice. Public pool operations are not included as part of Phase 3-Recovery of the Restore Illinois Plan and, as of this date, there has been no direction or guidelines from the Illinois Department of Public Health (IDPH) concerning the safe operation of public pools this summer. To the degree possible without input from the IDPH, the health, safety, and operational challenges related to operating pools under social distancing protocols for what would be an abbreviated season, are being reviewed and evaluated by the park district. Once IDPH provides direction, final decisions can be made and communicated to the public. In the meantime, the pools will not open as scheduled. Pool pass fees will be prorated or fully refunded depending on the final course of action determined. We appreciate your patience and understanding. We are sorry to be delivering this very disappointing news.

SUMMER DAY CAMPS
Within the parameters of the Restore Illinois plan for reopening Illinois during the COVID-19 crisis, the Wheaton Park District has had to take a serious look at our ability to provide safe programming for the children in our community this summer. Under the hope that the Northeast Region of Illinois will move into Phase 3-Recovery of the Restore Illinois Plan at the beginning of June and that there is a release operating guidelines by IDPH, we are creating a revised version of our traditional day camp as many families rely on camp for childcare.

The restructured day camp will incorporate smaller group sizes, separate locations allowing for little to no crossover between camp groups, increased sanitation practices, face coverings when necessary, and social distancing restrictions in accordance with Illinois Dept. of Health and CDC guidelines. The tentative dates for this new camp structure are June 22-August 14, 2020. Camp will be offered on a weekly basis with each session lasting one week (Monday-Friday.) Due to the need to keep camp groups separate and provide indoor shelter for each group, there will be a limited number of spaces available for registration.

All previously scheduled camps will be canceled and all participants will be given refunds. This includes all full-day camps, part-day camps, sports camps and specialty camps. As disappointing as this is we feel this is the right decision for the safety of our campers and staff. We will begin processing refunds the week of May 25. We ask for your patience as it will take time to work through this high volume of transactions. You will get an email confirmation once your refund has been processed.

If you are interested in the childcare provided by the new camp option we are creating, please email Preschool & Camp Manager, Jamie Martinson at [email protected] by Friday May 22. We can hold your previously paid camp fees in your household account and get you the details of the new camp option as they are finalized within the next two weeks. When you have the final details of the program you can choose to register or request a refund at that point.

Thank you very much for your understanding. The Wheaton Park District prides itself on a history of excellent day camps. We will miss our usual variety of camp programs but are working hard to create a positive camp experience for those children whose needs we will be able to serve this summer.

Additional program opportunities for the community are being planned within the parameters of the Restore Illinois Plan and details will be forthcoming.

Be Safe. Be Well.

Wheaton Park District Special Events, Athletics, and Facilities

An update from the Executive Director

SUMMER CAMPS & POOLS
We understand that many residents are interested in whether or not we will open the pools and operate our summer day camps. We do not yet have clear direction or guidelines from the Illinois Department of Public Health concerning the operation of pools and day camps. The health, safety, operational, and financial challenges related to operating pools and day camps under social distancing protocols for what may be an abbreviated season, are being reviewed and evaluated by the park district. Once IDPH provides direction, we will communicate further.

SPECIAL EVENTS
On April 7, 2020, Governor Pritzker strongly advised event organizers in the state of Illinois to cancel large summer events amid the COVID-19 crisis. Following CDC guidelines for large gatherings and the guidance of the Governor, the Wheaton Park District, along with event partners, have canceled all special events and concerts scheduled for May, June, and July. This includes: Go Fly A Kite (May 2), Native Plant Sale (May 30), Taste of Wheaton (June 4-7), Municipal Band Concerts (June 18, 25, July 2, 9, 16, 23, 30), Fish-O-Rama (June 20), Independence Day Fireworks and Parade (July 3-4), as well as other special events regularly scheduled in these months.

For now, the district has canceled all events and concerts through the end of July including the opening of the new Bandshell at Memorial Park, which was set to host a new summer concert series lineup beginning in June. The start of the concert series has been delayed to August pending further direction from the State of Illinois. The 39th Annual Cosley Zoo Run for the Animals, set to take place on June 6, will move to a virtual format. Registration is available online at cosleyzoo.org. Additionally, the district’s staff is reviewing the feasibility of moving July 3 and 4 festivities to Labor Day weekend.

We are all looking forward to the day when we are once again able to safely come together in the parks to enjoy community celebrations and concerts. We are committed to resuming programs and events as soon as possible, but only once it is safe to do so.

SPRING ATHLETIC LEAGUES
All Wheaton Park District affiliated spring athletic leagues and travel sports programs are canceled.

We will begin processing refunds immediately. We ask for your patience as it will take some time to work through this very high volume of transactions. Rest assured, we will get to all of them.

If before the end of the summer, it comes to pass that we are once again able to safely gather in numbers that will allow us to conduct sports activities that include games, practices, and spectators, we may consider offering renewed opportunities for in-house league sports and travel team play.

We understand and share the sadness and disappointment that this announcement creates. We did not come to this decision easily and had hoped for an earlier return to normalcy.

RE-OPENING WHEATON PARK DISTRICT FACILITIES
Decisions regarding the re-opening of park district facilities will be reviewed and determined in accordance with future announcements by the Governor and direction from the IDPH and CDC.

Parks Plus Fitness Center, Cosley Zoo, and DuPage County Historical Museum memberships remain on hold.

PARK USE REMINDER
We understand the weather is improving and that people must maintain physical and mental well-being. We all want and need to enjoy the outdoors, but we would like to reiterate the importance of keeping your park visits simple, safe, and distanced from others. Take walks or jog only with members of your family that you live with. DO NOT walk in close groups with your friends that you do not live with. Outdoor exercise equipment and playgrounds remain OFF LIMITS in the parks and schoolyards. Absolutely no team sports should be played in the parks or schoolyards. This includes group practice. Fishing is allowed in the parks as long as you maintain safe social distance while doing so. Tennis, pickleball, and basketball courts remain open, but we stress caution and care in their use. The Wheaton Police will disperse crowds of people behaving in an unsafe manner as they deem appropriate.

Thank you for your patience and understanding as we navigate this challenging time together.  My contact information is below.

Be Safe. Be Well.

April 2, 2020

On March 31, Governor Pritzker Extended the “Stay at Home Order” through April 30.

An update from the Executive Director

Park Use Update

The reason for the Stay at Home – Social Distance Order is to slow down the spread of the COVID-19 Coronavirus. This will save lives and keep our hospitals and first responders from becoming overwhelmed and is truly a matter of life and death.

The virus is spreading fast in Illinois and is now spreading in Wheaton. Seemingly “healthy” people, of all ages and without knowing it, may have the virus. If those people do not practice social distancing, they will spread the virus they do not know they have.

If you allow your children and teenagers to go to the parks unsupervised to play, hang out with their friends, or play a pick up game of anything, you are putting them, and the rest of your household, at serious risk for contracting the virus.

Many residents have written or called me asking what they can and can not do in the parks. I have responded to each of these questions and will continue to do so. At this time, I offer the following:

Focus on what you, your children and teenagers SHOULD NOT DO in the parks and in public rather than what you and your family CAN DO.

The fact is, I can not close the parks in the same way that I have closed the Community Center and the Golf Course. Physically barricading 800 acres of parkland and the play equipment, athletic fields and courts within them is not possible. Attempting to do so will require me to put park district employees at further risk and that is something I will not do.

Enjoying the outdoors, especially on nice days like today is a critical part of maintaining emotional, mental and physical well being. I urge you to keep your park visits simple, safe and distanced from others. Take walks, jog, and only with members of your family that you live with. DO NOT walk in close groups with your friends that you do not live with.

The police will be dispersing groups of people in the parks if necessary. Please call the police and report unsafe activities by groups of people.

Reminders

Tennis, Pickleball & Basketball Courts – The park district and school district DO NOT encourage these activities. We strongly recommend that, if you choose to play, you only play with people you live with and remove yourselves if you cannot maintain a safe distance from others. Please also consider the cleanliness of the balls and equipment involved.

Outdoor Exercise Equipment and Playgrounds – Are OFF LIMITS in the parks and schoolyards

Team Sports (soccer, baseball, softball, lacrosse, football, basketball, etc.) – Absolutely should NOT be played in the parks and schoolyards. This includes group practice. Sports fields and courts are closed to all team play and practice.

Fishing – Is allowed in the parks as long as you maintain safe social distance while doing so. Clean up after yourself. Fishing line litter is very dangerous to wildlife.

Playing Catch – With a frisbee, baseball, football, etc. can be safe with members of your own family. Consider the cleanliness of whatever you are playing catch with.

Arrowhead Golf Course – CLOSED

The COVID-19 Coronavirus is spreading in our community. Please take it seriously.

Be Safe. Be Well.

OUTDOOR SPORTS FIELDS ARE CLOSED

An update from the Executive Director

Please do not allow your kids to play or practice team sports in the parks.

Over the last several days, we have observed groups of kids playing soccer and lacrosse at sports fields within our community. Due to active measures in place by Executive Order of Governor Pritzker limiting social gatherings, this type of play is not advisable.

It is impossible for youth to maintain a safe social distance while playing team or contact sports. Please consider all sports fields in the community closed to all team sports play and practice until further notice.

We are not able to police this closure or physically barricade all sports fields from use. We must count on parents and the community to ensure that social distancing efforts are as successful as possible.

Reminder – Playground equipment in parks* and schoolyards is also off limits until further notice

We have placed signs at playground locations. Again, policing this closure or barricading playgrounds is not realistic. We must rely on parents to be aware of what kids are doing for the safety and health of everyone.

*This closure also includes swing sets and the outdoor fitness equipment at Northside Park.

Our parks are still available for your SAFE enjoyment, exercise and well-being.

Now more than ever, nothing beats a walk in the park for maintaining an active and healthy lifestyle. Please visit your parks daily to combat the social distance blues, get some sunshine and get your heart pumping. Please maintain a safe social distance from those you do not live with.

Please contact me via email or text if you have a question or wish to report something important that needs attention in the parks. My contact information is below or you can submit a question or comment via Facebook as well.

Thank you for your understanding and support. Be well.

Programs Suspended and Facilities Closed

The Covid-19 Coronavirus situation is top of mind for us all.  The Wheaton Park District is taking actions that adhere to the social distancing strategies outlined by public health officials.  The goals of these strategies are to slow the transmission of the disease to protect older people and those at increased risk for severe illness and to protect the healthcare system from becoming overwhelmed.

School District 200 announced earlier today that they have closed all school buildings to students from March 16 through April 5.  It is appropriate that the park district similarly restrict access to our public recreational facilities during this time.

Full Time Staff will report to work during this time and will be available to the public via phone and email.  Part Time Staff will be scheduled by their division leaders and report to work as needed.

Public access to facilities and programs is tentatively scheduled to resume on April 6.  We will notify the public in advance of that date.

Exceptions

  • The Community Center will be open on Tuesday, March 17 as a polling place only.
  • Arrowhead Golf Club will be open to the public on Monday, March 16. We will be communicating again on Monday, March 16 regarding this facility.

Spring Athletic Leagues

Baseball, Softball, Soccer and Lacrosse leagues are currently scheduled to begin on April 6. As of today, it is very likely that the start of these leagues will be delayed. We will be communicating next week as related plans firm up.

Thank you for your understanding and support. Be well.

Message from the Wheaton Park District

Wheaton, Ill. – The Wheaton Park District is aware of and monitoring this developing public health issue. The health and safety of our staff, program participants and visitors to our facilities is top of mind.

The Centers for Disease Control and Prevention (CDC) and the Illinois Department of Public Health (IDPH), have both stated there is no need to cancel school or social events at this time. The CDC also notes the immediate health and exposure risk for the general U.S. population is low.

The Wheaton Park District is focusing on timely and consistent regular cleaning of surfaces and equipment at all of our facilities as well as working to implement additional precautionary cleaning procedures for higher volume areas of operation. In addition, staff members have been, and will continue to be, educated on the importance of frequent hand washing while at work and are encouraged to stay home if they are sick.

We are asking for community support in remaining vigilant about keeping germs from spreading. The CDC recommends the following preventative actions:

  • Avoid close contact with people who are sick.
  • Avoid touching your eyes, nose, and mouth.
  • Stay home when you are sick or experiencing symptoms of respiratory illness with fever, cough, and difficulty breathing.
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
  • Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipe.
  • Wash your hands often with soap and warm water for at least 20 seconds, especially after going to the bathroom, before eating, and after blowing your nose, coughing, or sneezing. If soap and water are not readily available, use an alcohol-based hand sanitizer with at least 60% alcohol. Always wash hands with soap and water if your hands are visibly dirty.
  • At this time public health officials are encouraging the public to not alter their daily routine.

If you or a family member exhibits symptoms of a cold or flu, it is prudent that you not attend recreation programs or facilities where others could be subject to germs.

For more information, visit the Centers For Disease Control at https://www.cdc.gov/coronavirus/2019-ncov/index.html or the Illinois Department of Public Health at www.dph.illinois.gov or contact COVID-19 Hotline at 1-800-889-3931 or email questions to [email protected].
