Wheaton Park District facilities, parks and paths are shared spaces for walkers, runners, cyclists, children, families, and visitors of all ages and abilities. To help keep these spaces safe for everyone, the Park District’s General Use Ordinance prohibits the motorized operation of e-bikes, e-scooters, and micromobility devices on Park District property.

This prohibition does not apply to devices used as a reasonable accommodation under the Americans with Disabilities Act (ADA).

Rules for e-bikes, e-scooters, and other electric vehicles vary depending on the type of device and where you are riding.

What are the Park District rules for riding motorized e-bikes, e-scooters and micromobility devices?
Effective August 19, 2026, Wheaton Park District General Use Ordinance No. 2026-O6, Sec. 5.1 prohibits the motorized operation of e-bikes, e-scooters and micromobility devices on Park District property. A new Illinois law takes effect January 1, 2027. It requires operators to be at least 15 years old and preserves the Park District’s authority to regulate these devices. The Park District ordinance is currently in effect and enforceable.

Why did the Park District make this change?
The change is focused on safety. Park District properties are shared recreational spaces used by people of different ages and abilities. Restricting motorized operation helps create safer spaces for everyone.

Can I ride my e-bike or e-scooter on Wheaton Park District property?
No. You may not ride an e-bike, e-scooter, or micromobility device on Park District property while the motor is in use. Motorized operation is prohibited.

Can I ride my e-bike or e-scooter if I turn the motor off?
Yes. With the motor turned off, an e-bike may be used as a regular bicycle in areas where bicycles are otherwise permitted.

Can I walk my e-bike or e-scooter through a park?
You may bring your device onto Park District property, but you may not operate it using the motor. We recommend turning off the motor and walking your device while in the park or securing it at a bike rack while in the park.

Are there fines?
Yes. Under Wheaton Park District Park Use Ordinance No. 2026-06 Sec. 5.1, repeat offenders will be subject to fines not less than $500 nor more than $1,000 for each offense.

Citations will be processed through the City of Wheaton’s Administrative Adjudication process. Parents will be held legally and financially responsible for the actions of their minor children.

Where can I legally ride my e-bike or e-scooter?
Motorized operation of e-bikes, e-scooters, and micromobility devices is prohibited on Wheaton Park District property. The City of Wheaton provides information about different types of devices and where they may legally be operated. Visit wheaton.il.us/ebikes for details.

What should I do if I see someone riding recklessly?
For reckless or unsafe riding concerns, contact the Wheaton Police Department by calling 911.

Am I allowed to ride my e-bike or e-scooter on the Illinois Prairie Path?
Yes. Low-speed electric bicycles and electric scooters are allowed on the Illinois Prairie Path at speeds of up to 15 mph. The Prairie Path is managed by DuPage County and follows separate rules from Wheaton Park District property, where motorized operation of e-bikes, e-scooters, and micromobility devices is prohibited.
